The fans of the GTX 1660 Super are designed to operate in a semi-passive mode, meaning they will not spin unless the GPU reaches a certain temperature threshold. This is a common feature in many modern graphics cards to reduce noise and increase the lifespan of the fans. If the fans are not spinning during normal usage or gaming, it is likely because the GPU is not generating enough heat to trigger the fan to spin. However, if the fans never spin even under heavy load and the GPU temperature rises significantly, it could indicate a malfunction and may require further investigation or troubleshooting. **

The fans on your GTX 1070 Ti may not be spinning because the graphics card is not under heavy load and therefore does not require additional cooling.
